The federal territory "Sirius" in the Krasnodar Territory can be assigned the status of a single-mandate constituency, which will allow its representative to receive the mandate of a State Duma deputy. Pavel Krasheninnikov, head of the State Duma Committee on State Construction and Legislation, told RIA Novosti about this in a commentary. According to him, this issue has not yet been fully worked out, but there will definitely not be a senator from this territory.

“We will have to look from the point of view of the electoral [legislation], as it will be. It will be necessary to look at this separately. I don't know yet, but it is quite possible that it will be a single-mandate constituency or it will capture more territory, " - quoted by Krasheninnikov's agency.

The parliamentarian noted that the issue of a single-mandate constituency will be resolved when "cutting" constituencies. Krasheninnikov stressed that the federal territory "Sirius" will not be able to nominate its representative in the Federation Council, since its status is not equated to the subject of the Federation.

The State Duma Committee on State Construction and Legislation on November 13 recommended the lower house to adopt in the first reading the bill on the federal territory "Sirius" in the Krasnodar Territory. Its authors were Deputy Krasheninnikov and Senator Andrei Klishas. The project was introduced to develop new provisions of the Constitution of the Russian Federation, providing for the creation of such territories in Russia. The first consideration of the document is scheduled for November 18.

According to the bill, the federal territory will have its own direction of development, will have its own economic and financial independence. The project also provides for the formation of independent public authorities on the territory, which will be entrusted with separate powers of federal government agencies. These bodies will be: council, head and administration. The Territory Council is formed for five years and consists of 17 members. Nine of them are elected. The President and the Government of Russia appoint three members to this body, the Governor of the Krasnodar Territory - one. The head of the territory is elected by the council on the proposal of the President of the Russian Federation for a period of up to five years.

The federal territory "Sirius" is planned to be created on the basis of the educational center of the same name in Sochi, which was formed at the end of 2014 at the initiative of Russian President Vladimir Putin. Sirius supports gifted children in sports, natural sciences and arts. Every month about 800 schoolchildren from all over Russia come to study at the center, more than 40 thousand teenagers are its graduates.
