APEC prepared the fourth rating of management efficiency in urban districts. It is compiled on the basis of expert assessments and specially processed statistical data. The agency emphasizes that this rating is not tied to the personality of the head of the territory, thus, the effectiveness of the work of the city government for 2020 is assessed
The rating is divided into two blocks, each of which has its own assessment: political and managerial and socio-economic. It is interesting that the positions of Viktor Karamyshev in the political and administrative block are growing, over the year the rating has risen from 14 to 6 positions. And this is quite justified, because the main achievement as the head of the city can be considered the normalization of work with the governor's team. Attacks in the media controlled by the team of the head of the region have softened, there is no public vice of the mayor, but on the contrary, it is increasingly seen that Karamyshev is playing along with Starovoit and that he has got used to and got used to the always smiling mayor. An experienced politician, Viktor Karamyshev, managed to maintain a working relationship with the old Kursk team and establish new ones with the governor's pool. Of course, the slightest spark can ignite a fire of misunderstanding, but now it is not beneficial to either side.
The second important achievement of Viktor Karamyshev is the lack of promises and the failure to fulfill his own words given in public. Not screwed up, in other words. Quietly, silently, he decorates the city for the New Year. Yes, there are problems and they are being talked about, but the very modest position of the mayor allows him to remain in the shadows. This is especially noticeable in comparison with the governor and his deputies, who were repeatedly caught on the alternative truth.
But the socio-economic block is sagging. Indeed, the pandemic has exposed the deep problems of our town's small business. And middle-class entrepreneurs had a hard time. The opening of new production facilities is not visible, they speak openly about budget cuts. The burden of low incomes and rising expenses pushes the mayor's rating down, dropping it from 15th to 18th position in a year.
The total amount of points allowed Viktor Karamyshev and the city of Kursk to take the 8th position in the ranking, exactly the same place he was a year ago. In the rating of regions, which is published monthly on the APEK website, Roman Starovoit for November occupies the 18th line. According to the agency's analysts, the position of the Kursk governor has been strengthening during the year. But they still remain below the annual success of the mayor Viktor Karamyshev.
