As Governor Roman Starovoit explained at the very beginning of the traditional operational meeting of the regional administration, the issue of the possible commissioning of several multi-storey residential buildings at once was raised during a video conference with the Ministry of Construction of the Russian Federation this morning, January 18. Let us remind you that the skyscrapers in question became famous last summer. It was then that a serious struggle unfolded for completing their construction and putting them into operation. The houses were erected under the so-called glide path of the airport - the arc along which aircraft land. Moreover, as the Ministry of Defense has been trying to prove for a long time, they were built illegally. The corresponding building permit was issued, in fact, by persons not authorized to make such decisions. At the same time, it was possible to revoke the documents only after a number of houses were almost ready for delivery, and work on preparations for the construction of several more buildings was in full swing. The developer company has repeatedly tried to resolve the issue both at the city level and at the regional level. They also tried to "push through" the need to commission houses in the House of Soviets by means of "socializing" the problem, pointing out that these houses, which are quite capable of complicating the conditions of takeoff / landing of aircraft, are the best suited for resettlement of orphans, and even report without them Moscow will not succeed in meeting the standard for the commissioning of residential areas. It was not possible to resolve the issue last year, however, it seems that the region does not intend to abandon the previous plans.
As Governor Roman Starovoit noted, “The Ministry of Construction is aware of our problem with the commissioning of the Northern microdistrict of Kursk, where several tens of thousands of square meters of already built housing cannot be commissioned due to the zoning of the airport. Similar problems exist in a number of other regions, including Moscow. " According to the head of the Kursk region, the Ministry of Construction has already adopted a number of legislative initiatives. Work is underway, which in the future will still allow the commissioning of these same meters. Details of what steps are being taken in this direction are not yet available. However, the situation is very reminiscent of the well-known saying about "the law, that the tongue, where you turn - that's where it came out." Will rewriting to please the investors of several regions of the restrictions, which clearly did not arise out of the blue, the solution to the problem? The issue is controversial. But the fact that such initiatives will clearly add to the work of the pilots, and the residents of "noisy" high-rise buildings will not add peace of mind - one can say for sure.
