The head of the town-planning commission of the council of deputies of the district, Ketevan Kharaidze, opposed the construction of the monument, explaining that the center of the capital "cannot be a backup for the Novodevichy cemetery." The head of the Moscow City Duma Commission on Culture and Mass Communications Yevgeny Gerasimov said that the initiative to erect a monument to Kobzon was preliminary, it was sent for approval to a number of departments.

On November 18, the Moscow City Duma adopted the draft law on the Moscow budget for 2021. The deputies will be able to propose amendments to it and discuss them on November 25. However, they are unlikely to have time to speak about the monument to Kobzon, Gerasimov said. He warned that agreement on the installation could take a long time, up to several months.

"Before assembling a commission in the Moscow City Duma on monumental art, it is necessary to obtain from various departments confirming documents that they agree, that they do not mind, including that residents do not mind - that is, municipal deputies must give their characteristics."- Evgeny Gerasimov explained to the Daily Storm. When the documents are collected, a meeting will be held in the commission on monumental art. If the commission approves the proposal, then it will be submitted to a meeting of the Moscow City Duma. Then a competition for the erection of the monument should be announced - and only then it will be possible to say in what time frame the monument will be ready.

People's Artist of the USSR and State Duma Deputy Iosif Kobzon died on August 30, 2018 at the age of 80. For more than 20 years he has represented the interests of the inhabitants of the Trans-Baikal Territory in the lower house of parliament. The cause of his death was a prolonged illness. At the time of his death, the people's artist was already the fourth stage of cancer. The singer was buried in the Jewish part of the Vostryakovsky cemetery in Moscow next to his mother.
