The head of Gazprom, Alexei Miller, and the head of the Chechen Republic, Ramzan Kadyrov, signed an agreement providing for gasification and fuel supply to the region in 2021-2025. The company will spend 12.3 billion rubles on this, which is 3.1 times more than in the last four years (starting from 2016). In addition, within the framework of the program, it is planned to lay a pipeline to the last non-gasified region of the republic (Galanchozhsky).
As noted on the Gazprom website, in just five years, 1,300 kilometers of the gas pipeline will be built for 25 settlements in eight regions of Chechnya, including Galanchozhsky.
"Among the objects of the program is an inter-settlement gas pipeline for gasification of the Veduchi resort, which is part of the North Caucasian tourist cluster", - indicate in the press service of the company.
As of January 1, 2020, the level of gasification in Chechnya is 98.2%.
"Based on the results of the implementation of the five-year program, the technically possible network gasification of the Chechen Republic will be fully completed by 2026", - the message says.
The Chechen Republic and Gazprom have had a difficult relationship in recent years due to gas debts. So, in the fall of 2018, Chechnya filed a lawsuit against the "daughter" of the gas company, demanding to pay off multibillion-dollar debts of the population for gas: the total amount of debt at that time was 13.5 billion rubles, of which about 9.2 billion rubles were unpaid debts. more than three years (for which the statute of limitations has expired).
The Grozny court sided with the republican authorities and ordered Gazprom to write off this amount. However, the company opposed this, after which the Prosecutor General's Office intervened in the situation.
As a result, the Supreme Court of Chechnya overturned the decision of the Grozny court to write off the debt for gas in the amount of nine billion rubles. The head of the republic, Ramzan Kadyrov, reacted to this - he recalled that Russia had repeatedly forgiven debts to other countries, and expressed the hope that such a practice could be extended to Chechnya as well.
In August, the head of the Accounts Chamber, Alexei Kudrin, reported to Russian President Vladimir Putin that the planned gasification plans for the country were fulfilled only by 15%, because "measures to supply gas are now unprofitable - due to the fact that the cost is often higher than the tariff."
“This deficiency is usually repaid by Gazprom at the expense of export earnings, and now, of course, it is also decreasing … But mainly violations and shortcomings are associated with the lack of synchronization of the work of both the company and the regions. The plans are not combined. And often, where the inter-settlement and trunk lines have already been laid, the regional and municipal networks, for example, are not ready”, - said the head of the Accounting Chamber.
He added that these issues are already being resolved with the Ministry of Energy. At the same time, Kudrin said that the total amount of accumulated gas debt to Gazprom is 331 billion rubles.
