Elena Drapeko, deputy head of the Duma Committee on Culture, expressed the opinion that the punishment for mate in a public place should be toughened. The parliamentarian believes that if people swear in the heat of emotions in stadiums, then it is enough to fine them, and when they swear at a May Day demonstration, such foul language deserves criminal punishment.

“Where there is public space, there is no place for profanity. Of course, everyone gathers at the beer stall, speaks in their usual language and does not perceive this as an insult to each other, - said Drapeko to the radio station "Moscow speaking". - But if this is a public place where there are other people who do not like it, this is already subject to administrative punishment at least ".

The Deputy Chairman of the State Duma Committee on Culture believes that when "this [obscene language occurs] deliberately in the presence of many persons and with insults at these persons" - the swearing action "should be qualified as" hooliganism "[Article 213 of the Criminal Code of the Russian Federation] or as" malicious hooliganism".

At the same time, the parliamentarian drew attention to the fact that each case of manifestation of foul language in a public space is individual and this is "a question of evaluation by the court." “If a person comes to the podium in the square and vilifies everyone - the government, the president, citizens, deputies, everyone. Naturally, our country is specific: at a football match, probably, no one would have noticed. And if this is a May Day demonstration, then it will be an insult to that society, " - added Drapeko.

Now in Russia, for a mate in a public place, administrative responsibility is threatened. This violation falls under article 20.1 of the Administrative Code "Hooliganism". According to the law, for violation of public order, which is accompanied by obscene language in public places, a fine of 500 to 1,000 rubles or administrative arrest for up to 15 days is provided. If the use of the mat is associated with disobedience to the legal request of a representative of the authorities, the fine may be higher: from 1,000 to 2,500 rubles.

Earlier, experts from the Financial University under the government in the course of the study compiled a rating of the most swearing cities in Russia. Local residents were asked to answer how often they hear and use profanity in everyday life. It turned out that obscenities can most often be heard in Vladivostok, Nizhnevartovsk, Khabarovsk and Surgut.
