The initiative has already been tested in the Telmanovsky rural settlement (Tosnensky district of the Leningrad region). There was an action last year: debtors-alimony mowers mowed weeds along the banks of the Izhora River: chemical destruction is prohibited near water bodies.
Such punishment for non-payment of alimony promises to be very effective. After all, this is not an easy occupation: the cow parsnip is poisonous and causes serious burns, so you can only mow it in a chemical protection suit that covers the entire body and a full-face mask.
According to the government of the Leningrad region, about eight thousand hectares are freed from hogweed annually in the region. Efforts to eradicate this weed are subsidized from the regional budget. In 2021, the area for fighting hogweed in the Leningrad region will be carried out in sixteen districts.
If all owners of land plots actively fight against a dangerous weed, it can be defeated. There are all the conditions for this: a program, funding, the ability to fine careless owners who allow the growth of hogweed on their land plots.

Recently, the Scientific Center for the Study of the Arctic stated that the seeds of hogweed were brought even to Yamal, which in the future could cause significant harm to the economy of the indigenous small peoples of the North. The weed is very tenacious. It is resistant to unfavorable climates, is not susceptible to disease, inhibits the growth of other plants and easily captures vast territories. Only chemical treatment with herbicides is truly effective in combating it. But this method cannot be applied everywhere. Sometimes you have to destroy it manually.
