If the presence of any communication numbers in the network is recorded by cell towers, then they cannot identify the location with an accuracy of a meter. But we have enough institutions located within the city. It seems to me that there will be an interesting epic if there are demands from the legitimate owners of the rooms. The main thing is that they can be as easily unblocked as they can be blocked if a mistake is made.
