Secondly, the law was passed to combat spam calls from so-called "prison call centers". But the blocking of numbers itself is a rather non-standard fact from a technical point of view. Numbers can be registered to individuals or legal entities. Accordingly, if the number is somehow used on the territory of the Federal Penitentiary Service, but is issued to an individual who is not there, when it is blocked, the question of a causal relationship will arise. How will it be proven? Most likely not. Exactly the same question with telephones registered for legal entities. If the presence of any communication numbers in the network is recorded by cell towers, then they cannot identify the location with an accuracy of a meter. But we have enough institutions located within the city. It seems to me that there will be an interesting epic if there are demands from the legitimate owners of the rooms. The main thing is that they can be as easily unblocked as they can be blocked if a mistake is made. Nobody is talking about how and how quickly it will be corrected, and, I think, the first such situation is not far off. Now you can download an application on Android phones that will pretend that you are calling from someone else's SIM card: right in front of me, one person received a call from his own number. It was an experiment, but if it is possible for smaller specialists to do it, what can much more savvy attackers do? Thus, if a "cloned" SIM card is used on the territory of the FSIN institutions, its real owner will be under attack. In this case, the consequences can be even worse. Thus, the key complaint is who and on what basis will decide which number should be drowned out, and how they will restore access to it if an error is made.
