The Ministry of Industry and Trade will study the possibility of import substitution of perfumery and cosmetics. Izvestia writes about this with reference to the minutes of the meeting held in the department of the chemical-technological and timber industry complex of the ministry.

Market participants told the newspaper that now even creams and perfumes made in Russia are 90 percent imported. In addition, UV filters, preservatives, pigments, dyes, fragrances, some functional ingredients and tropical oils are imported 100 percent.

The Ministry of Industry and Trade will discuss with domestic companies the possibility of producing raw materials and using them. After receiving the necessary information, the department will decide whether import substitution is possible in this area.

In particular, the Ministry of Industry and Trade will select factories that could produce the necessary raw materials for Russian and foreign brands of perfumery and cosmetics.

Tatyana Puchkova, Chairman of the Board of the Russian Perfumery and Cosmetic Association (RPKA), told Izvestia that some companies do not have the funds to launch the production of cosmetic raw materials. “After the collapse of the USSR, a powerful base for the production of essential oils in the Crimea and Krasnodar Territory was ruined. In our laboratories, many interesting developments are still "in the stash", but, unfortunately, the companies do not have the experience and financial capabilities, "she explained.

Puchkova also noted that manufacturers "cannot find the usual glycerin and urea of the proper level," in particular, due to the lack of technology and scientific support. She added that raw material costs account for about 30 percent of the cost of cosmetics. In her opinion, at the first stage, Russian raw materials may turn out to be more expensive than imported analogues.
