If you plan to apply matte lipstick, then scrubbing must be done both before and after application. In general, a scrub two to three times a week will be sufficient.
Balm
It is best to apply it whenever possible. In the morning, before going to bed, in the evening, at work. In general, always, if you are not wearing lipstick. In general, if not necessary, in winter it is better to use lipsticks with balms or tint balms. Of course, sometimes you really want to put on some bright or blood red matte lipstick from Geoffrey Star, but it's better to do this not every day. I also want to share my personal life hack: sometimes I make a kind of "mask" for the lips. If I am at home all day, I apply the balm layer by layer as soon as it is absorbed. Of course, there are also real lip masks now, but I have not yet met a single one worthwhile. Of the balms, I want to recommend Carmex (you can find it in almost any pharmacy).
