Speaker of the Federation Council Valentina Matvienko called for the transfer of all functions of various departments working in the line of family policy to the Ministry of Labor. She also called for the federal agency to be renamed the Ministry of Labor, Social Protection and Family Policy of the Russian Federation. Plus Matvienko criticized the work of the guardianship authorities, which, in her opinion, should undergo a serious modernization.

«The Ministry of Health, the Ministry of Internal Affairs and other departments are also involved in working with the family. It turns out that we simply do not have a single entry point, a single center for managing family policy at the federal level. Hence, as the proverb says, the seven nannies have a child without an eye», - said Matvienko at a meeting of the Presidential Council for the implementation of state policy in the field of protecting families and children.

«In my opinion, the Ministry of Labor and Social Protection of the Russian Federation should be considered as a structure that could take over the comprehensive administration of family policy issues.», - said the speaker of the Federation Council.

She also praised the head of the Ministry of Labor Anton Kotyakov, who managed to cope with the challenges of supporting families affected by the coronavirus pandemic in the difficult year of 2020. In the outgoing year, 1.5 trillion rubles were allocated for support, of which 600 billion are "antique" subsidies. 58 thousand Russian families with children managed to get mortgages on preferential terms.

Matvienko also recalled positive examples of the implementation of family policy at the regional level. Among such regions are Bashkortostan, Astrakhan and Tomsk regions. «Maybe this is the case when regional practices need to be adopted on a national scale.», - said Matvienko.

Earlier, at a meeting of the Presidential Council for the implementation of state policy in the field of protecting families and children, Deputy Prime Minister Tatyana Golikova said that the authority to provide orphans with housing would be transferred from the guardianship authorities to the Ministry of Construction. According to Golikova, the guardianship authorities simply do not have enough employees to perform all tasks. «According to experts, 6,130 people today are not enough to provide them with full-fledged activities. And given the overloaded functionality, they do not pay enough attention directly to the topics that they should deal with from the point of view of guardianship and trusteeship.», - the Deputy Prime Minister drew attention.

She also noted the success of the guardianship authorities in the past two years, when they managed to reduce the total number of orphans in the country by 15%.

Matvienko said that the guardianship system needs modernization. The quality of employees' work remains low. And small salaries make it difficult to hire highly qualified personnel, complained the speaker of the Federation Council.

«Thanks to the prevailing impression among citizens, guardianship services are perceived as soulless, almost repressive structures, incompetent, unreasonably removing children from families. Others criticize for connivance», - said Matvienko.

The most important result of the modernization of the guardianship system will be a changed attitude of families towards social workers, whom they will no longer perceive as enemies, but will begin to treat them as allies, concluded Matvienko.
