The new state program of armaments of Russia until 2033 will be developed taking into account the experience of military conflicts in Nagorno-Karabakh and Syria, said Deputy Prime Minister Yuri Borisov. According to him, when drawing up the program, the main trends will be the use of drones and high-precision weapons. He also stressed that the planning of the document begins three years before its adoption.

“Look at how the nature of military conflicts with the use of unmanned vehicles has changed. This is already a steady trend. First, these are reconnaissance weapons, today they are also strike weapons. Karabakh has shown how they work,”Borisov said in an interview with RBK, commenting on the main trends that will be reflected in the country's state armaments program until 2033.

The state program will also take into account the experience of using high-precision weapons in Syria, the Deputy Prime Minister said. As an example, he cited strikes against militant targets with the help of Kalibr, Kh-101 cruise missiles and other weapons. “Here are some stable trends. I’ll even say this: the weapon of directed energy is no longer a fantasy, but a reality,”he added.

Borisov stressed that the planning of the state armaments program of the country begins almost three years before its adoption, since "it is necessary to take into account a lot of factors and realize all the trends in scientific and technological development in this industry."

State weapons programs are developed for 10 years, but they are revised every five years on the basis of documents and concepts related to defense and national security. The current situation in the world can also affect what novelties the RF military-industrial complex will strive to develop. Expenditures under the state program not only imply the purchase or creation of new weapons, but also the repair of existing equipment. The tasks are performed by state corporations and proven private companies, fulfilling the state defense order.

The current state armaments program of Russia was adopted in 2018 and is calculated until 2027. According to the document, 19 trillion rubles will be spent on strengthening the country's defense capability, including the purchase, repair and development of military and special equipment. Dmitry Rogozin, who held the post of Deputy Prime Minister in 2018, noted that complexes are being developed to counter the build-up of NATO's military potential, US plans to place weapons in space and strategic systems near Russian borders.
