“We are categorically opposed to such an innovation, the reduction of the non-penalty threshold from 20 to 10 kilometers per hour. The position of the Ministry of Internal Affairs in the new edition of the "Code of Administrative Offenses" has been taken into account. And even the amount of the fine does not change. Still, practice shows that the main thing in road safety is the arrangement of highways. If the road is provided with dividing barriers, if it is illuminated, if the surface is even, this has a much greater impact on road safety than this manipulation - 10 kilometers more, 10 kilometers less. In particular, in the most auto-mobile country, in America, the permissible error is 18-20 kilometers per hour, exactly the same in Russia. Of course, you also need to deal with public transport. For example, by buses. You know what accidents happen: one bus crashed and 30 deaths. Passenger transportation should be done in the same way as in Europe: the bus has served ten years, everything is sent to be melted down. Now a modern bus has a different body structure, it already works differently for rollover. Will withstand this body, will not hesitate. Of course, all modern active and passive safety systems - traction control system, lane keeping system, automatic braking - are present in [modern] passenger transport, they are not present in the 20-year-old."

Earlier, the traffic police said that the most common cause of death on Russian roads is associated with the departure of the car into the oncoming lane. In addition, the reasons for the high mortality rate on our roads are, according to experts, deficiencies in the education of drivers and pedestrians, drunk driving, the use of telephones while driving, as well as flaws in the legal prosecution of offenders.
